Build an Website ASP and database Access

We need a simple website written in ASP with MS Access database for the back-end. The database is already designed and ready to go. The website is password protected. After a user logs in they can create "Projects" in their department and they can also look at the projects from other users and departments. On the reporting side: user should be able to see all their own projects or all the projects within a department or projects that are associated with the same subjects. The details will be explained further in details once the project is awarded. The site should be designed simple, clean and modern look and real easy to read and operate. my budget: $100 Thanks
