Animate a 30 sec TV Commercial

Animate a cartoon-ish 30 sec TV commerical in color for a retail store -- family oriented -- from a 13 frame story-board sketch and a title page for the last 3-5 secs. The finished product to be 24 fps, though depending on the scene, on 2's or 4's may be all that is needed. File Format: MPEG-2, 4:3 aspect ratio, 720 x 480 video resolution, 24 fps. No audio involved. We will dub audio overlay afterwards. Cartoon-ish meaning either computer animated characters or bug's bunny style real cartoon works depending on the skill set of the animator. While the storyboard is in black and white, the animated commercial is to be in color. The character images on the storyboard are only an indicator of the style of character.
