Auction Proxy Bidding Service

I'm looking for a very simple yet powerful auction proxy bidding service for Yahoo Japan Auctions. Yahoo Japan Auctions are the eBay of Japan with a dominant market share. eBay does not exist in Japan anymore. Many Buyers outside of Japan want to purchase items from Yahoo Auctions but they cannot since they are unable to create an account without a Japanese address or credit card. Because of this, many "proxy bidding" websites have been created. A customer creates an account on a proxy bidding website. He finds an item he wants and then places a bid on the proxy website. The proxy website has an account with Yahoo Auctions Japan and automatically places a bid on behalf of the Buyer. The proxy website is basically the middle man, placing bids on behalf of people who cannot create accounts directly on Yahoo Auctions Japan. If the Buyer wins the auction then the proxy website contacts the Seller in Japan, pays the Seller, receives the item in Japan, then forwards the item to the Buyer overseas. The proxy website receives a commission for their services. All I need is their core function: the ability to place bids on Yahoo Japan Auctions through my site. Here's what I imagine the page will look like: Login: Password: Auction URL: Bid Amount (yen): ...and that's it. All of the item management and payments will be done offsite. The above websites that I gave as examples have status pages, shipping requests, deposits, search engines, translation, etc. I don't need any of that. I just need the ability to create an account, let a Buyer make a bid, then see who bid on what at the end of the auction. That can be done with a simple text log, or whatever easy/clean method you propose. I can even create the account manually meaning there isn't even a need for a sign-up page. Under the Login/Password/Auction URL/Bid Amount area there will be simple text giving the commission rates. Nothing fancy. I'd also like a currency converter box. Any basic converter will do. One final aspect I'd like is for the site to be able to know that another bidder has already bid a higher amount on that item. Imagine an auction is currently at $50 with customer A having a high bid of $100. If customer B bids $75 I want the system to be able to deny the bid. And obviously the site should be able to deny a bid if the customer accidentally bids under the current bid amount. That's the gist of it. In the future perhaps I can add on extra services, but to start I want it to be basic yet functional. No need for any complex design work, either. A basic layout is OK.
