Build a Website

Hi We already have a website but we want to restructure everything. So we want someone to make a new website with our already existing domain name. The wesite we want is a video oe such as [login to view URL] (but the main topic is different) We need some specific fonctios such as a voting system (with points turning into money). if possible we want the website in french (1st) and in english (2nd) as we re located in france and mobile website if possible
