Build a mobile app that will enable users to answer past questions of a particular exam

I need a custom mobile app produced quickly. A mobile app that will work on all types of multimedia phones,smart phones and WAP-enabled phones with internet connectivity and suck little data, enable high school students to answer past questions of certain exam, just like they're sitting for the real exam i'll provide the past questions that the app will use, the questions will be updated frequently Requirements: You must be able to work on UI design not just programming. You have to have at least 5 star rating You must have products in your portfolio that are relevant to this job and look good. you should be able to discuss the project with me on skype verbally not just written chat so good English skills are absolute requirement.
