a circle percentage control with C++ Win32 (standard windows libaries only)

I need a small code which takes a percentage, size and colors, then draws a smooth (anti-aliased) circle which fills up as the percentage goes up. (see the image). The percentage of filling of circle should be based on the area (but not the height) of the circle. It should be written in C++ and use only standard windows libraries (no MFC or OpenGL, only GDI). Its necessary for all parts to be smooth, with no sharp edges.
