did similar system before. see my feadback. can be done on ec2(estimated 40-70 calls per ec2 small instance),with mysql on EBS volume(fault tolerance). have epxirience with ec2. only problem can be - acuracy of Answering machine detection on voip lines is near 80-90%. escrow to start.
