Data processing from CSV to text files

I have a database of people (240,000) that are in CSV format with the following headings: First name, last name, title, address, city, state (2 letter abreviation), zip, phone I need the data first to be sorted by City (it is already sorted by state so this should be quick and easy) I then want the data formating into a simple text files ordered by city in the following format with a one line space between each listing: First name last name title Address City State Zip phone e.g John peters (BA) 4202 Jenny Lynn Rd Fort Smith AR 72901- 907-561-8573 Each State will have its own text file and the data from all the cities in that state will be presented in the format as above Need a quick turn around
