CSV data process

I need a program (free or paid) that can read a csv file and proces the data to a new csv file. For example if: client ID starts with PP then in the new csv files fields for this client needs to be filled with default values So if i have the following record: Client_ID name value1 value2 value3 PP-3212 testuser KK-123 testuser2 PP-3213 testuser3 KK-124 testuser4 PP-3214 testuser5 It must become in new csv file: Client_ID name value1 value2 value3 PP-3212 testuser pp 082 test1 KK-123 testuser2 kk 083 test2 PP-3212 testuser3 pp 082 test1 KK-123 testuser4 kk 083 test2 PP-3212 testuser5 pp 082 test1 The above are just examples. I just need to load a file and that the file will be automatic transform to new csv with correct data
