Delphi 2010/Firebird - record matching function.

I have a database project written in Delphi 2010, Firebird, DevExpress, Fibplus. A simple recruitment database. I need a small utility (source & exe) which does the following: 1. Match a candidate record to multiple jobs records, based on different parameters. Ie we need a routine which checks if the skills and location of the candidate etc match the same parameters of the jobs record. Then show all matching jobs records in a grid created with DevExpress. 2. Match one job to multiple candidates. ie same concept just the other way round, find multiple candidates which have the skills required in the job description. 3. Match one candidate with other candidates, ie find people who have similar parameters (skill etc). Budget 100 USD. Particularly keen to hear from Russian speaking freelancers and freelancers based in Eastern Europe. Lots of follow up work.
