Cron Job and Drupal Feed Aggregator Import Fix

Need a quick fix and enhancement to a Drupal website: 1) Data comes through from the feed with ascii or other characters instead of actual special characters: Like: "Social Security Strategies: Widow’s Benefit" and should be: "Social Security Strategies: Widow's Benefit" apostrophes, ampersands come through weird. Colons and other characters come through fine. It's very odd. AND 2) We need to set up a basic cron/timer job to have the feed automatically aggregate.
