Design a smart energy meter and send readings via zigbee

In this project I aim to Design an electronic smart energy meter and send the reading to a system(PC/Laptop) using zigbee I intent to assemble multiple such devices to demonstrate the smart meter. The smart meter device will be essentially an energy meter which reads the energy usage and sends the reading to a central monitoring unit. The receiving station (usually PC) need to have some software or programming running on it to display and store the readings. The bid is for the smart meter circuit and program design at the receiving end. Similar projects are available in internet but I prefer consultation from an expert. Since I might require help in future during the development stages. Inviting bids from electronics experts for designing above project.
