Delphi Video and Flash application

I need an application that plays video, screenshots and flash objects, providing graphics animations to a variety of information that are gathered from the web, like weather and financial information. The coder has to be experienced in Delphi development mostly. The application has to be controlled from the internet, not on local site, but remotely. Basically I need a digital signage app, like scala, etc, but simpler. I'm a programmer myself and can help the coder with some tips and suggestions. Coder can use any 3rd party components they like, at their own cost, to speed the development. This application has to be done in 21 days aprox.
