Dating Site - Multilingual, Arabic-English and the ability to add more languages easily

Must have developed and familiar in developing sites in right to left languages (Arabic in particular) Please note that if you know how to write such a website but do not know Arabic, translations will be provided to you. Please take into consideration that changing language from a left to right language to Arabic for example will require the whole site to flip and become aligned right to left without changing the location the user was on when changing language. Knowledge of any other European language including east European languages is a great advantage The platform is Linux, coding must be in PHP / MySQL, use of Flash is not recommended unless the file is small, like a menu, tabs for example or very small animation. Email notification system must be available for people to be notified as soon as a possible match based on his/her criteria has joined the site Joining will be for free but other services and full profile access requires subscription, and even after subscription if any member chooses to keep his or her address, phone, email confidential, it will stay that way and contact will be through the website.
