Build a Ad manger or ad space website

I want a website which acts like Ad manger or ad space scripts. The main purpose the site is to rent Ad space, So that my customers can place image Ad's or text based Ads in my site. Features required: 1) Want to place an Ad wherever I want. 2) Ability to group ads by category. 3) Automatic Ad-Expiry after specified days/impressions. 4) Password protected admin panel to manage Ads. 5) Must be responsive site and it should compatible with all mobiles.
