Build an online trading community website - using virtual Currency

I am looking for an experienced website designer to build an online trading community website. I am a graphic designer and marketing executive from Oxford UK, so I would be able to supply wireframes, branding and files in the correct format at size to make the task easier. I just need help with the technical knowledge to make these factors automate seamlessly. The idea: People can trade their unwanted items with other people for virtual currency called Coins. Coins can be used to trade for other peoples items. Coins can be purchased through the website for real money or you can build up a balance from trading in your unwanted items. Features / components of the website -registration process ( including Social media Login) -click through 3 page tutorial (after registration) -virtual currency (with ability to manage) -profile / membership dashboard with messaging ability, transactions -ability to list an item (no photo needed) -email notifications of activity and monthly newsletters -ad-units -Points donation area ( prize draws) -dispute area/management -Online store (selling various related products for real money) -Database – linking to users, transactions, items for sale -CMS -Ad-hoc company pages (how it works, FAQ’s, etc) To get a better understanding please check out [login to view URL] this is similar, where you can collect points from doing various activities and spend on items. As there are many factors/components needed for this website build and I would need you to respond with the best / cost effective way of doing this. Can this be a Wordpress site with a number of plugin’s or does that have to be build from the ground up? Please take into consideration that I would be designing the wireframes, images and databases into your cost estimate.
