Animate an image similar with a cinemagraph without video

I have an jpeg of a product. I want all of the image to stay still, but for the grass in the background behind the rabbit to move as if it's outside in the breeze. Because this is a jpeg, you cannot film the grass blowing in the wind. I want the grass to blow back and forth like a cinemagraph. I'm on a budget and will not except high bids. Thank you!
