Create a Website Template compatible with Microsoft Expression Web

I built my own website using Expression Web. I use an Expression Web feature called Dynamic web templates (DWT). Dynamic web templates (.dwt) are the master layout pages that separates the design (non-editable regions) from your content (editable regions). I would like an IT professional to create a new Dynamic web template for me that is compatible with Microsoft Expression Web. In other words I don't want someone to redo my entire website. I can do that myself. Instead I just need a new Microsoft Expression Web template (called Dynamic web template). I don't know how to use Dreamweaver. I am not an expert, but I think this template could be created in a different program (not Microsoft Expression Web) and then transferred into Microsoft Expression Web. I will only work with Microsoft Expression Web. This template needs to have a drop down menu. The drop down menu that opens needs to be really wide to accommodate long hyperlinks (many words). It would also be really helpful, but not obligatory, if there was a simple user interface (page) that managed the drop down menu. This template also needs to have a slide show under the drop down menu. This slide show could automatically scroll through different pictures or it could have a button/arrow that one clicks to advance from one picture to the next. The drop down menu needs to super impose itself over the slide show. In other words I want the drop down menu to be able to drop down and (momentarily) cover part of the slide show pictures. I want to be able to adjust the size of the slide show.
