Build a Website Completely Including Design Suitable for Mobile Devices

Hi There, We are looking for someone with experience in designing & developing sleek and simple websites with an easy user interface that is suitable for desktop and mobile devices. The website basically needs to be a very professional front page that serves as a single portal to a database of spare parts and logistics services to which potential customers can access, request prices from and complete a transactions. NOTE - We have a all the basic pages already built for reference, we just need slight modifications and sharpen up the look to be more professional. Once that is done all the actual functionality needs to be done (coding, programming etc, see below) The main functions are; - Landing /home page simple and sleek with picture slider, login / register, small advertising slider, tabs to pages etc - Testimonial page, registration page, contact us page, parts search page, transport page, workshop page, equipment hire page, etc - Location service (map identification) - Needs basic e-commerce functionality e.g., (paypal, direct debit, escrow etc) - Lots of data loading for parts, transport, hire equipment details - Ability to have users upload and download data - Full data and detail management by us the owner with instructions at end of project and ongoing - Complete website loaded up onto our host site including testing etc NOTE: we are not web developers so there will be changes as we go but this is the basic scope and the proposal needs to include basic changes NOTE 2 - Simple & sleek website design (complete gloss screen with watermark grey text stating website name and slogan with a button in the middle. When the button is pushed the main page shatters like glass and opens up to a different colour page with all the option tabs/pages available This is the initial brief and it will grow but we'd like a basic fixed price to get this concept into a fully functional working website to start with. We'd like the first milestone to be the design and basic functionality of all pages in HTML format. We are in a hurry to get this done (4 weeks) no exceptions, that includes any changes. We do pay bonuses for exceptional work...
