Build bilingual website for local events

This project in summary is much similar to this website [login to view URL] with same functionalities. Here are the general terms: 1. Its ok to use ready made tools/scripts as long its efficient and easy to use. Such like CMS's: wordpress, Joomla etc... (Wordpress is preferred) 2. The website should be bilingual in Arabic (RTL) + English (LTR). Developer has not to do with anything related to the Arabic wording. Myself will work on this but the developer has to prepare everything in English and I will take care of the Arabizing. 3. The categories should have its unique given colors which needs to be reflected in the frontpage. 4. Its ok to have the same look and feel for the given website [login to view URL] But the website has to have flexibility of changing the template colors/background from the backend. 5. There should be a photo changer in the front page for the best events. 6. The events in the frontpage should be classified by the months with starting dates. 7. The events in the frontpage must have the appearance in boxes as much like the given website [login to view URL] 8. There should scroller R+L at the end of the frontpage only for the companies sponsorships. Much like the box in the bottom of this page: [login to view URL] 9. Making sure that we able to create static pages easily. 10. Contact form to be added. 11. Having the same layout in this website [login to view URL] 12. Events can be shown in two options: a. based on month or base on category. 13. Using bootstrap is essential. 14. The event page most show: Event name (text) Event Starting date + Event time Event Closing date Event Category. (text + link) Event location (Name + Google Map). Event targeted audience. (text) Event description. (paragraph). Comments section Social sharing buttons. similar events. 15. The ability to use Google Arabic fonts in the website. 16. Project timeframe is two weeks starting from awarding. 17. This is phase 1. Phase 2 is coming soon so the developer has to made this website easy to deploy by himself on phase 2. 18. The logo will be supplied by the us. 19. The ability to put ads in the website.
