We're looking to develop a job board website that enables users to receive email and text message notifications based on their individual account preferences. Employers will post their jobs via manual entry, .csv, or XML feed. Then notifications will be sent out in real time to job seekers if any of the newly posted jobs match their preferences. (i.e. Job Specialty, years experience, full-time/part-time, shift, city, state, zip code)
Job seekers will be given the option to immediately request more information about the job via text, email, or phone. They will also have the option opt-out from specific employers if they no longer wish to see their jobs.
(we are also exploring the possibility of developing a mobile app with the same functionality)

IN one word "job portal".
If it is so then let start project.
I will use cakephp for backend web api. strong php framework
and fron-end in backbone js which most powefull frontend framework
Making API from start will help you mobile app.
NO need to create seperate backend for mobile application.
