Hi, I have excellent skills designing responsive websites. I am a software developer and web technologies is one of my strongest skills. I use CMS and frameworks very heavily so there is a wide range of solutions that I am offering. However I would heavily recommend a CMS such as Wordpress to manage your website but having a standard standard a lone HTML based responsive website has its advantages as well. This is a very simple project so I am bidding low to gain more feedback on my profile

IF you have all of your content ready then yes we can launch you before the 15th. I would recommend a WordPress foundation with a nice custom theme (this gives you the maximum editability as well as flexibility moving forward). The hosting can be really inexpensive, 5 dollars per month for a low traffic site at atlantic.net. During development, I can host it under my hosting at staftec.com.
