Design a complete website

Hi Looking for someone capable to design my brand new website. I need someone who can customize everything according to my requirements and not just install a theme ( Please do not bid if all you can do is give me some theme options and install with content. EVEN I CAN DO THAT) I wouldn't need content, just a designed website, I have writers working on the content. Also we are a bit tied up on budget so wont be able to pay too much, but we can give you more time. If you do this well, we have future projects too you could handle (Indians Preferred)
