I've build websites that interface with SQL DBs for 14 years, including oracle. And I've worked with Oracle, as well as other RDBMSs a lot, from programming on it, to doing dba work, to doing admin and performance tuning. Writing a web interface to a DB is usually fairly easy because there are so many angles you can go with it. The limits of what you can do with a DB are kind of small.

Creation of login and other forms to store the details in the database Good to have the project in springMVC and hibernate. I am having hands on experience in SpringMVC and Soap Webservices,JPA , javascript, jsp,html and java so my approach is to accomplish this implementation can use either only SpringMVC or else Spring+soap web services

Have already done such project. Admin have permission to access all pages Admin can set role for each user. Thus each user can access those pages which they have permission to see.

Using the Oracle database, the proposed solution will be developed in Oracle Application Express (APEX), a RAD tool for the Oracle database for building web applications. I propse using Oracle Apex to develop the required forms. You have not indicated how many forms are involved but I'm assuming less than 10. Anymore than this will impact the final price.
