Adobe Illustrator diagram project

I want a design done in Illustrator. It should take up a whole horizontal page width with 1" margins on the left/right. Please refer to the image to help explain the description. I want the letters A - Z at the end of a series of lines with 3pt width. (I'm only showing A-D in the image, but it should go across to Z) Every other letter will show up with a line leading to it - A, C, E, G, etc. The lines can be created with the starburst tool in illustrator, with a inner width of 0. The starburst should be half an ellipse in shape. None of the lines should be exactly horizontal - for example, A or Z shouldn't be at the end of a line horizontal to the bottom of the page. It would probably be easiest for you if the letters can be drawn on an ellipse slightly larger than the starburst. Then cut out 4 inches of the middle of the half ellipse to add the design/wording shown in the image. The words are Yes, No, Don't Know, Won't Say.
