Create/Manage a PPC Campaign

Stage 1.
Currently I have multiple ad word campaigns running and have so for approx 2 years now with all data available to successful applicant. Current spend ranges from 4-10k a week. I want a detailed review on the actual setup, including tracking, add content, keywords etc and a report on the current performance. Things I want answered or addressed are points like,
1. What are we missing,
2. What can be improved and how.
Stage 2
I would like an estimate on how much to manage or setup the recommended changes. I need a KPI met on the performance of recommendations. Prerequisite of proposal is an example of your ad word performance reporting and results achieved in the past. Obviously no past company details are required however a holistic generic description of the field of work and steps you took to deliver would be advantageous. Previous work for professional consultancy type work would be advantageous due to the complexity of field as It is not simple selling red shoes for x spend at x price.
This is not a small job and not for any startup freelancers. I have a serious amount of detailed work to be done and want only applications from those who can perform.
