We need an application-independent tool that detects phone numbers from anywhere on the windows desktop and passes it on to an application for dialing. The application should detect a number when the mouse moves over it and provide an option through a popup window to dial that number. The actual dialing will be handled by a seperate application. The app should work anywhere on the desktop including in a browser window, office applications (word, excel, pdf, etc) or any other desktop application.
