Creation of Web Services

We are in need of converting and decoupling some library functions and turning them into simple web services. The code will be provided as a JAR file and we expect to receive a WAR that we can upload to a Tomcat server. You will also replace the calls to the functions and make them calls to WS. These services mostly perform some form of CRUD into one or more tables stored in a SQL Server 2008R2 server. We like the WS URLs to follow REST-styled calls. There are about 10 services we like to develop initially, some really simple and some more work. We could start with a trial, if so please indicate the amount of services you propose to work on and for what price.
