Convert an offline software for online usage in Wordpress.

Hello! I found this cool little (3~ MB) software for image editing called PhotoFiltre, and I'd like to have it converted into an online version which will be made into a plugin for WordPress. It should resemble how online editors like Pixlr and SumoPaint work - basically, PhotoFiltre should be taken as is and be used in a web browser (or some specially coded pop-up window maybe...), and no design or any extra features are needed. There's basically only one 3~ MB .exe files that is the whole program. Attached is the installation file of PhotoFiltre, please check it out. Please message me and tell me how you'd like to do that.
