Build RPM from a WAR

I need to create an RPM from a WAR. [url removed, login to view] I have tomcat 7 running, I have made some changes to this sample.war. Now I need to build an RPM from this war. This RPM when installed should do, Stop tomcat, delete the war & corresponding folder from tomcat webapps folder, copy new war & start tomcat. I'm running RHEL 7.2. I'l give the access to server if I find the right candidate. Also please detail me what are the steps you have done in .specs file.
