Configure VNC Reflector for Linux - why it doesn't connect VNC in private networks?

I installed VNC Reflector for Linux (written in Perl from here [login to view URL])

VNC server and VNC client connects to Reflector, but Reflector doesn't connect them.

What is wrong? I need to show me how they should work and reconfigure Reflector if it is necessary.
