Convert Metatrade Indicator to EA

Currently I have an indicator source code that uses CCI to draw arrows (Buy/Sell) when a condition is triggered. I would like someone to convert this to an EA. When Down arrow signal is triggered : a. CLOSE any open position for that specific pair, then place new SELL order. When UP arrow signal is triggered : a. CLOSE any open position for that specific pair, then place new BUY order. I am attaching a screen print to show how this indicator is working now. Source code will be provided to make this project easy to implement. Budget is limited.
