Clothing Ratings App - repost

I need an app, which would help people to know how do they look with different clothes on them. I would say it could be called clothing rating app. What I would need is that person who has this app would be able to take a photo of himself wearing some clothes and type in where are they going with these clothes (for example - party, date, etc) and in which country they are located. After person will take his clothing photo, it will become available for other app users to rate it. It also would need to have some kind of rating that would allow to receive ratings of your clothing quickly. Also, comments under photo should be also allowed, people should be able to write their tips there. The most important part is to create a good ratings system. Imagine this: you want to buy some clothes in shop, but you are not sure, which one you should buy. You take a photo and after couple minutes you receive results about how much people liked and how much people disliked your clothing. Lets say user could be notified about their results when they get 10 ratings on their clothing. App has to have user registration, which would require user to write their age, gender and location, so later they could get more exact ratings and add who can rate their clothing. Lets say that you are 30 years old male, so probably you won't need ratings from 12 years old boys. I hope you understand what I'm trying to say. APP SHOULD BE DEVELOPED FROM SCRATCH, ONLY THING I HAVE IS THE IDEA. It would be great if you also could write a link to your app portfolio.
