Android - location monitoring / geofencing / improve battery consumption

I am looking for a very experienced Android developer who has proven experience developing and delivering Android mobile apps that include location monitoring/geofencing.
You must have experience in being able to query the GPS system to get the user position and be notified when they are moving so that the app can have location-based actions.
You must be able to define regions around a GPS point with a given radius and be able to determine if the user is currently inside/outside the region and be notified when the user crosses the region border (region entry/exit) so that we can have region-based actions.
These actions must be able to take place when the app is in the foreground and background.
Your first task will be to look at Android code and realise where battery consumption issues are happening and improve it. You will also improve other code to ensure app performs fast and well.
The app uses both GPS and iBeacons for location aware monitoring.
The app also uses Parse, so developer should have experience with it too.
I am looking for someone who has a lot of experience in this area who can work with my team.
In the long term, I'm willing to bring someone over to Australia to work from there for a couple of weeks a year.
