Android navigation/gps application

Please read description carefully. This is being re-posted due to high misunderstanding first time around. Summary: Need an android application that utilizes Google Maps API for a map, directions, live traffic. Details: Navigation must support transportation by car, bicycle and walking. When traveling by car, live traffic layer should be available (but can be disabled) and calculated routes should be done according to traffic. Google API already provides this information. A very important part will be ability to submit information as a user (whether registered or anonymous) similar to Waze application (example: report car on the side of the road, cop, etc). Must also be able to submit info (like a car crash) by address, or manually placing a pin on the map. User reported car crashes, construction, cops etc will shop up on the map for other users real-time. App must allow for signup via google+, facebook, etc for an account, but not required, although anonymous userid must be created. Back end should be able to scale, in an event this app becomes popular. Firebase, AWS or similar service desired. Back end must support an ability to wire live map on the website(as a separate project later) as well. So please create appropriate web server/api. At this point, not sure of all possible pieces of information app will allow to submit back (example: we may need to also submit construction alert down the road, or road closure, etc), so creating this app with easy to add template/code for our internal developer is a must. Each data submission from an app and it's mark on the map will have an icon, similar to other GPS apps, we can customize. Please document code to easier read it. Software must be tested and coded to scale. What if we end up next best GPS and have million users? :) More details will be provided prior to engagement and after. IMPORTANT: We will require contracting company or an individual to sign NDA (non-disclosure agreement) before diving into more details. Thanks
