App creation - open to bidding

***This project is for alexsun1222*** The app that I want to be develop is basically a Q&A type of app. People ask questions, and other people answer them. The questions have to be about countries, cities or neighborhood. There are main tabs: ask a Q, Best Qs, New Qs, Not answered yet Qs. So let's say, Nathan will move to another city and he has some question about the hosing, the nice neighborhoods ...etc He would use the app, choose the city, and then ask the question. People who are following under that city (they decide upon registration and can change following cities from the settings too). These people will answer his question. Both questions and answers can be voted on.. the Qs or As with more votes will be featured under a tab called Best Questions. Under that tab, there are sub-tabs: best Qs by day, by week, by month, by 6 months. -- When users ask or answer Qs, gain votes..etc. they get points, and so on. -- I'd like for the app to be smart, so it can suggest Qs based on the user location. -- I'd like for the users to be able to add new cities when they reach 500 points, for instance. -- This is the overall idea, I hope it makes sense to you. There are some designing features that I know you'll be able to deliver, like a thumb pic of the city when the user open its tab.. Ads units.. etc. I'd like to have the app on apple and android devices. But for now, it is all about the cost! I would prefer having an app with a reasonable price that has some features and then develop, rather than have an app that is Very expensive.​ This will allow me to both manage expenses and learn more about the users. One last thing, I would like to have the app in 2 languages: English and Arabic. Notice that Arabic is a RTL language. I'm looking forward for your feedback and working with you! Thanks alot Mohammed
