Create an ANE (Adobe Native Extension) that allows to encode mp4 video from BitmapData

We want ability to encode mp4 files (using the internal android encoder) for android version 5+, by sending BitmapData instances as frames to the encoder. Once all the frames has been sent, a video has to be encoded. Best is to return ByteArray of encoded video back to the app, which will be saved.
