C# Offsite Backup Utility

I am looking for a small utility to backup data from windows computers to an offsite server of mine. I wish for the client application to run as a systray icon. Each client will have a username and password. The utility will allow users to select which data they want backed up to the offsite system. I also want to be able to set time restrictions and bandwidth limitations for the transfer to the offsite system. If transfer is interrupted it should be able to resume without starting over. the data transfer needs to occur over a secure tunnel such as scp so it is encrypted. The data should also be compressed for transfer, and encrypted on the remote server. The server the data is being transferred to will be a Linux system. The system also needs to only backup new or changed files after the initial backup. The user should be able to browse the backed up files via the client, and see what files have been deleted on their local machine.
