Custom IE Button / Toolbar

I need a toolbar / button creating for IE 6 /7 that will submit information - the current url, some user entered information and environment variables into an MS SQL database the application is to be used to allow end users to bookmark a url to an internal (ie local area network) application. So i guess it's a little like an in house DIGG application The database structure is very simple - literally 3 tables - so all I need is a custom IE toolbar or button creating that will produce a pop up panel to allow the end user to enter some details about the url to be saved (a short description and some further details) and a submit button to populate the contents of the pop up into the database. The application will be used in a pretty secure XP / 2003 network environment where end users will not be able to install Active X controls etc. It would also need to be easily deployable over the network. I have no experience of deploying IE customizations, but I'm knowledgeable on Office mst's and profile deployments. Please don't hesitate to get in touch with any questions Thanks
