CRE Loaded Template fix

CRE LOADED 6.2, Original template - modified. The page begins to "float" when you enlarge the browser window, causing the page to look as if the images are pulling away from header and footer (see attached images). I would like to get this fixed so that the footer and header buttons and links do not move out of position. This is probably a simple fix in the [login to view URL] or stylesheet file but I cannot trace the issue.
