As you can see from the attached document, the design and specification of this program has already been done. Therefore, with little more needed (we will provide more detail where required along with specifications), we are seeking a programming team who can code this program to the specifications and guidelines established within the spec.
We're looking for a fixed bid only. No hourly fees will be considered.
All code must be fully documented and thoroughly tested. Any undocumented and untested code will not be accepted.
The critical factor here (as it is always) is time. We are looking for that great compromise that gets this program done quickly without sacrificing its quality or the time required to test and make those little changes that always seem to crop up.
We have an existing database with which this program will integrate. You will be sending your finished code to our in-house programmer. He will also be available as needed to answer any questions you may have and to guide you where necessary.
When you submit a quote, we will require samples of your work (we are not impressed with Flash websites since they have no bearing on this project. In fact, please do not refer us to any website work you may have done unless there is VB.NET coded material we can reference.) We will also require references whom we can contact. Naturally, they should say wonderful things about your work, your communication skills and hopefully, your sense of humor.
Any sample code you can offer to demonstrate how wonderfully you document would be valuable.
This, like all projects, is just the beginning. Anyone who gets this job and performs to our standards will have many more projects to follow. We have six additional programs to develop and a large website project later this fall.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
