Create windows application to print tickets

Need somebody that code a Windows 7 app or service (you decide and you decide the language. i only need that works on windows 7). I have a tickets selling website on internet (coded in PHP and mysql). This website is an intranet for our points of sale. At the moment that our operator sell any ticket, I need to print it in any USB printer connected to each computer on my POS. So, I need that when you introduce the number of order to this app, call to my website, retrieve the ticket image template, the special data and print this data over the template in the ticket’s printer. Additionally, I need that retrieve the receipt data to print It in the receipt printer. Also, I need that you write my database saying the number of order printed, the date of print, if the print was successfully and if the operator retry the print, I need to know this in my database. IN the receipt impression, I need to set up in the app the Footer and header (both in text) of the receipt. Last, I need to log in in the app with the username and password that is stored for each user on my website.
