create make files instead of scons for google-url python bindings

We have a python wrapper for google-url that is loadable as a python module. This module is currently build using the scons build system, but this needs to many dependencies and isn't fully supported on all the required platforms. To make thins easier we'd like to have the program compile trough make instead of scons. Your jobs is to create this make file and deliver a working makefile setup. A large part of the code is the google-url library.
