Add Functions to Wordpress Site

Looking for a Wordpress Programmer.
I am about to begin working on a new wordpress project which will be the creation of a properties / real estate sites, to rent and buy apartments / houses.
The site will be based on this plugin:

Yet, there are 3 functions missing in this software, which I need a programmer for.
1. The main functionality missing is the possibility for visitors of the site to submit their own properties through a 3 page submission progress, which ends in a user-registration.
2. The possibility for users to then edit their submission and of course add more properties by becoming a realtor.
3. A *.xml import function, that allows realtors to import multiple properties at the same time, so major realtors don’t have to enter all their properties one at a time, but see a reminder that important fields are missing (if their are some missing)
