We have a library of 40 volumes, totalling about 12,000 printed pages. We are digitizing them and need a CMS to allow us to make them available to the public.

The site will allow access to the general public to a complete searchable index and perhaps free articles before a certain date. Also each article will have a teaser available to the public. Paid members will have full access to all articles. Both teasers (for public) and the full document database (for members) must be searchable.

We are also considering membership with three levels:

1. annual membership

2. single article / 24 hour access

3. premium access enabling you to download as well as read papers

The site must follow W3C initiatives in accessible design and HTML and follow the NOF digitise technical guidelines (UK).

The site must allow members to join, submit online CC payments, view their subscription and payment history, optionally make online CC donations (other than membership fees).

The digitized data format is described in the attachment. PLEASE read it in full.

Part of this job will be to insert all of this RTF data into the CMS to initialize the database.

Beyond that, the basic traditional pages like "about us" and "contact us" will be needed of course.

Full PSD design will be provided.

Prime candidates for the CMS are Drupal or Joomla.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
