We currently do research work for clients and have the need to upload files to the web and allow the client(s) to view and download thier files. We need an application that allows 2 types of logins. The first is the admin login. Everything we do is client and project specific. Each project will have 3 directories, 1 for the data, 1 for review, and 1 for the client to view. So we need the ability for an admin to login and create/modify or delete these directories for a client. Admin can also transfer files to and from the directories and within these 3 client directories. The admin can set a login and password for the client.
The next login would be the client login. When the client logs in they see a list of all the files in the directory with data and time stamp, in a nice professional easy to read format. The client can download the files, but not upload or delete anything of course. We want to be able to put our company logo and a Title on the client screen and have it look professional.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

You have provided quite a bit of good feedback to me for this project. I am going to compile a final spec for this phase of this project. It will be inline with what was orginally speced just with a lot more detail. Then I am going to make a final decision very quick from there.
