Complete CSS Redesign

The Tech FAQ ([url removed, login to view]) has a very old look and feel. I designed it myself and I am color-blind and fashion-blind. It is, well, ugly. I want it to look pretty, like these somewhat competing web sites: [url removed, login to view] [url removed, login to view] [url removed, login to view] The design should use CSS and SHTML. The design should not use tables or any Microsoft-specific technologies. I will maintain the design using `vi`. Therefore, no designs which require a proprietary HTML editor to maintain will be considered. My current design results in a very good AdSense CTR and I am very serious about maintaining that CTR with the new design. This is not complex and I can tell you how to do this. The current back-end uses flat files with .shtml extensions and does not use a database. Designs which require pages to be stored in a database will only be considered if the page filenames can remain unchanged.
## Design Specs
Envision the desired design as a content-filled center, bracketed by left and right columns. In addition, add a header to the top and a footer to the bottom. There should be a 336x280 AdSense ad unit inside the content-filled center.
**This should be the first AdSense ad unit in the source code**. There should be a second 160x600 AdSense ad unit in the left column. In addition, there should be a 728x15 AdSense link unit in the header. Google explains this fairly well with their picture of the AdSense Heat Map: [url removed, login to view]
## Menu Specs
I would like to add a small horizonal menu for the main sections of the web site - FAQs, Tutorials, Web Tools, Reference, and Forum. Each vertical menu item has a submenu with lots of additional items. These expanding menus should remain plain HTML, as they are now. These menu items should remain plain text, because graphic menu buttons are too difficult to maintain for this oft-updated site.
