Active left menu needed for html site

I need a left menu exactly like what is pictured in the attached zip file. The 4 or 5 main topics need to be in the blue buttons but when you hover over them or click on them then they need to drop down and show the 3 or 4 sub pages. It needs to be smooth and easy to use. The html site is already developed and the blue gradient background is there. I just need the menu on top of that. Jquery may work or I am open to suggestions.
