Create Monstra CMS Website based on Current WordPress Site

I would like a new website to be setup using Monstra CMS (flat file). The layout, color, format should be based on our current public WordPress site ([login to view URL]). Please see the file "[login to view URL]" within the attached ZIP file. The header and footer should never change within this new site. All content should continue to link back to its current destination at [login to view URL]
The pages, menu, etc. should be manageable within Monstra CMS management. The only custom development needed becides the conversion of the theme is the "Coud Status" and "Status History" pages (shown in ZIP). I need to be able to login to Monstra CMS, select a status, and add a message. This should then be displayed on the Cloud Status page. Also, the current and all past status's should show on the Status History pages.
The CLC site that we are setting up is operated by the IT department for Compulink. The normal site is operated by the marketing department. The main website was recently changed to a new theme. We need to update the CLC site to have a similar appearance as the main website. We also need to add some simple management functions as listed below

The admin/login page needs to be accessible from clicking on the "*" in the sub-menu (to the right). It needs to be easy to use
- Create/delete/reset password other users
- Change "Cloud Status" icon (Normal, Warning, Offline) - graphic and text automatically changes
- - - Enter a new status message (that appears on the right of status icon).
- Create/Delete new Pages (and choose to appear on sub-menu / or be invisible)
- Edit content of pages (HTML & WSIWYG)

The cloud status page needs to show the current status icon/message as well as the most recent comments posted by the support department. In addition there needs to be a link at the bottom of that message that allows visitors to see the past status messages. This will be updated via the admin page.
> Status History (sub-page - not on sub-menu)
Displays all of the historical status messages, and date/time they were posted.
This site, all pages and management need to be accessible from all browsers, OS, mobile devices and tablets with proper formatting.
The parent menu/dropdown should pull and link back to original site [login to view URL]
Please see attached samples of all pages. Only pages not shown in sample is for the admin.
> Once you have completed the site, I will need to be able to create the (3) additional pages shown via the admin/login. I may need to create other pages, but these (3) are the initial ones needed to replace the current site.
Please also note that this will all run from a Microsoft IIS server.
