Android app and website database setup

I am Looking for someone to add functions to my website that allows customers to report damage to their car using a android app. Also would need to set up database for current website and design it to allow customers to create account, submit images, obtain location and allow communication through email in order to be notified of damage report. App must allow user to create report, obtain location using gps map or manual entry. allow use of camera and gallery from devices and submit damage report to database. website would also need backend access to monitor email notification and edit user information as well as, generate data based reports. I have all images and text content as well as hosting from [login to view URL] I will be attaching diagram of layout, however this project is being sharpend down to specifics every day, so it's I will have to work out the specifics with someone after I see previous app jobs.
